This year, Jews will have no share in the German people's Compulsory Winter Aid campaign. They are neither obliged to make contributions nor will they receive donations. Jews are thus excluded from the community of the German people in another important field. The Reich's delegate for the Winter Aid campaign of the German people has assigned the German Jewish Welfare Agency and its affiliated institutions with the care of the Jewish needy. It will conduct the establishment of a Compulsory Jewish Winter Aid program according to the rules approved by the Reich's delegate. The Jewish community hereby has the possibility of caring for its members in a way similar to that of the general campaign. The needy justifiably expect that this opportunity will be put into effect. The Jewish spirit of sacrifice and the efficiency of Jewish institutions will have to prove their competence once again! It goes without saying that the Jewish community will fulfil its duty to Compulsory Jewish Winter Aid as well as it did towards the general campaign. * Management of the Winter Aid campaign among the Jewish population in Germany is assigned to the Jewish Welfare Agency and its affiliated organisations, in accordance with the Reich delegate's order No. 39 Winter Aid. The conduct of the Jewish Winter Aid program essentially conforms to the principles of the Winter Aid campaign of the German people: The following rules have been established:
Recipients of Aid
In accordance with the principles of the German people's Winter Aid campaign, all Jewish individuals who lack the resources and the power to provide vital necessities for themselves and their dependent relatives should be supported. This includes the unemployed, welfare recipients, part-time workers, pensioners and those employees who receive a wage too low to cover the higher living expenses of winter. The charitable support should not be limited to people who are members of the communal charity associations only. Accordingly, individuals who are not supported by the communal charity associations may be considered needy.... *
II. Range of services provided by the Jewish Winter Aid Program
As far as possible, the Jewish needy should receive services of equal or similar value to the ones provided for the German people. The following items should be distributed as far as possible: a) Coal Food supplies and semi-luxury items Clothing This should be done either by payment in kind or by allocating the necessary funds. The extent of the service provided for each needy individual will depend on the receipt of donations. *
V. Advertisement
Advertisement for Jewish Winter Aid is carried out through: Speeches by rabbis and teachers in the synagogues Appeal letters to members of the Jewish community. Regular reports and appeals for donations in the Jewish press. Promotional events with lectures, film presentations, artistic performances, donation- box collections at events in Jewish communities. Advertisement and appeals for donations at other events and Jewish cultural leagues.
